Rayner’s Abstract: In light of increasing concerns about the scale and timing of greenhouse gas emissions reductions necessary to stabilize their concentrations in the atmosphere, there is increasing interest in exploring large scale geoengineering projects to restrict the amount of the sun’s energy reaching the earth’s surface or to extract carbon dioxide from the atmosphere. Drawing on the recent report of Britain’s Royal Society working group on geoengineering, of which the author is a member, this paper will briefly review some of these options and discuss the issues of governance and management implications both of research them and of implementing them.
